About

It helps authorized individuals, micro-enterprises and small and medium-sized companies in the agricultural and agri-food sector to access grants and microgrants from European funds, for working capital.

You can access online the emergency ordinance for the 2 funding schemes and the areas of activity of the eligible companies.

Good to know

  • For microgrants and working capital grants, the submitted applications, which comply with all eligibility criteria, will be selected in the order of submission. The first-come-first-served rule is followed.
  • If you are already a BT client, we will automatically open your grant sub-account, after receiving the list of applicants from the Ministry of Agriculture and Rural Development and the Ministry of Entrepreneurship and Tourism
  • If you are not yet a BT customer, you can open your current account online here. You also automatically benefit from Internet & Mobile Banking, in order to be able to carry out online transactions. Once you have opened your account and receive the list of applicants from the Ministry of Agriculture and Rural Development and the Ministry of Entrepreneurship and Tourism, we will automatically open your grant sub-account as well
  • All transactions in and into the special grant account are free of charge

What are the steps

Apply

You apply in the portal and choose Banca Transilvania, as the partner bank in this program.

Fill in all the identification data online.

You get approved

The ministry reviews all requests and approves them. The grant contract is then signed.

4

Transfer the money

After the Ministry transfers the grant money to BT, we transfer it to your account.

Types of program

They are worth 5,000 euros and are granted only once, on a contractual basis. The beneficiaries are:

  • SMEs in the fields of agriculture, aquaculture, fisheries and food industry that prove through the financial statements submitted that they do not have employees with an individual employment contract as at 31 December 2019;
  • PFA (authorized natural persons), II (individual enterprises) and AF (family businesses) as regulated by the Government Emergency Ordinance no. 44/2008 with economic activity, in the field of agriculture, aquaculture, fish farming and food industry , which can be found in the list of eligible activities annexed to the ordinance.

SMEs must cumulatively meet the following conditions: 

  • have an activity of at least 3 calendar months before 31 December 2019; 
  • have a turnover of at least EUR 5,000 (the equivalent in RON) as of December 31, 2019, except for the beneficiaries who set up the company in 2019, with a turnover of less than EUR 5,000, for which the minimum turnover ceiling is calculated by multiplying the number of months of activity in 2019 by eur 415;
  • maintain their activity for a period of at least 6 months after the provision of the form of support in the form of microgrant.
  • did not have employees with an employment contract on 31.12.2019

PFA, II and AF regulated by GEO 44/2008 must cumulatively meet the following conditions:

  • have carried out current/operational activity for the period of at least 3 calendar months before 31 December 2019; 
  • maintain their activity for a period of at least 6 months after the provision of the form of support in the form of microgrant.  
  • there is no decision to recover State aid;
  • are not subject to preventive composition, winding-up, insolvency or bankruptcy proceedings;
  • did not apply for state aid under measure 2 for grants - granted from non-reimbursable external funds.

It is granted on a contractual basis to SMEs, agricultural companies, agricultural cooperatives, producer groups, producer organisations in the fields of agriculture, aquaculture, fish farming and the food industry. They are structured as follows:

  • For SMEs with a turnover for 2019 between EUR 5,000 and EUR 33,350, the grant amount is EUR 5,000;
  • For SMEs with a turnover for 2019 exceeding EUR 33,350, the grant amount may be 15% of the turnover of 2019, but not more than EUR 120,000;

Beneficiaries must have co-financing of 15% of the grant amount.

In order to benefit from the grant, applicants must cumulatively meet the following conditions: 

  • have recorded operational profit from the current / operational activity, respectively from the operating activity, in one of the last three financial years before submitting the application for financing for obtaining the grant, according to the financial statements submitted;
  • have co-participation in the establishment of working capital at a rate of at least 15% of the grant amount at the date of use of the grant for working capital;
  • maintain or, as the case may be, supplement the number of employees, compared to the date of submission of the application, for a period of at least 6 months, at the date of granting the grants, except for the situations in which the individual employment contracts are concluded for seasonals and / or day laborers;
  • The NACE code for which state aid is requested was authorized according to the legal provisions in force on 31.12.2019;
