Loans Guaranteed by the IDB: An Overview

The SME Portfolio Guarantee is a product developed in partnership with the Investment and Development Bank using NextGenerationEU and PNRR funds to ensure that businesses have easy access to favorable financing solutions—lower interest rates, extended maturities, reduced guarantees, and a lower customer contribution.

Good to know

You can secure financing at a much more favorable rate with a lower down payment and benefit from guarantees covering 70% of the loan amount
You receive loans in lei, with a maximum loan amount of 14,000,000 lei
Loan term for investments: up to 120 months; for working capital facilities with non-revolving installments: up to 48 months
The use of the BID guarantee requires a calculation of de minimis aid and verification of the rule limiting aid to a maximum of EUR 300,000 over three consecutive years. This includes all de minimis aid received by the single undertaking.
The funding scheme is valid until December 31, 2027

Conditions for granting

To receive credit your company must not have:

More than 250 employees (single entity)
Engaging in activities in areas restricted by this program (the production and sale of illegal goods, weapons, and ammunition; casinos; and gambling) or prohibited by applicable national, European, or international law
Ban on issuing bank cheques
Delinquencies on loans in the Credit Risk Centre
Outstanding budget debts
Active entries in the Insolvency Proceedings Bulletin

Eligible expenses

For investment loans:

Purchases of fixed assets: equipment, machinery, vehicles, and other fixed assets
Acquisitions of intangible assets: software, software licenses, etc.
Real estate acquisitions: industrial, service, or commercial spaces; land designated for construction
New construction: manufacturing, service, or commercial spaces
Upgrades and major repairs: renovation, expansion, and modernization of workspaces, offices, or branch locations
Any other expenses directly related to the implementation of the investment project will be used to finance only economically viable investments.

For working capital:

Procurement and production expenses: purchase of goods, materials, raw materials, and supplies
Expenses for the performance of work or the provision of services
Inventory management expenses: acquisition, processing, and disposal

Required documents

Last two annual balance sheets together with related balance sheets and receipts
Last completed quarterly trial balance
Tax attestation certificate
Legal-constitutive approval regarding the contracting of the loan
Documents for proposed collateral, if applicable
